Torrents and floods are naturally oecurring disasters that mainly result from negative human impaet on natural resourees. If some measurements are taken in advance torrent and flood damages may be deereased. These are eonstruetive and noneonstructive measurements. Early flood and torrent warning systems are one of the nonconstruetive measurements. In recent years, some attempts have been made to develop early flood warning systems to deerease flood and torrerıt damages (deaths, injuries, property losses and ete.) around the world.
