The purpose at this study is to discuss public participation issue in decisionmaking process managing forests by comparing both Turkish Forest Legislation and EU Forest Legislation. Public participation in decision-making process plays an important role. In the light of such an articulation, in this paper; definition of participation is made and explained as a concept. Then, in the second part the legal basis of public participation in decision-making process is discussed by regarding the Constitution 1982 and Forest Legislation. The same concept is discussed in terms of EU Forest Legislation in brief. In the third chapter the role and function of public participation and how it is perceived by state managers in the stages of state forests. In the last part some points of concluded and some recommend are made pursuant to the discussion going on from the beginning.
